Since the 2014 reform, importing temporarily under IMMEX (Mexico's manufacturing-for-export program) triggers VAT — the old paradise of free temporary imports is gone. Since then it has been a two-speed system: certified maquiladoras, which neutralize that VAT with a 100% tax credit, and non-certified ones, which pay it at customs and live chasing refunds. The difference between the two is pure cash flow.

The VAT/IEPS Certification: what exactly it solves

Certification for VAT and IEPS (excise tax) purposes with the SAT grants a tax credit equal to 100% of the VAT triggered on your temporary imports: the tax is triggered but not paid in cash — it is neutralized on the customs declaration (pedimento) itself. In addition, the certification tiers carry administrative benefits, including preferential refund timelines depending on the tier obtained. For a maquiladora operation with volume, not being certified is a treasury decision equivalent to lending millions to the tax authority on a revolving basis.

The entry cost: certification requires proving inventory control (Annex 24/31), real infrastructure, a registered workforce, impeccable tax compliance by the company and its shareholders, and it is kept up through continuing obligations — losing it through administrative carelessness is more common (and more expensive) than never obtaining it.

The maquiladora's credit balance, even when certified

Certification neutralizes the VAT on temporary imports, but your domestic purchases — energy, services, indirect materials, leases — still pay 16% that is credited against sales that are mostly exports at the 0% rate or virtual operations. The result: the typical maquiladora keeps generating a recoverable credit balance month after month, with the same file discipline as any exporter: customs declarations (including well-documented virtual V1/V5 declarations), a clean DIOT (third-party transactions report) and substance (materiality) behind domestic suppliers.

The SAT-customs cross-check: permanent electronic review (glosa electrónica) — the consistency of customs declaration, CFDI (tax invoice) and accounting is no longer reviewed by sampling, it is reviewed in full.

For groups setting up a plant: the sequence matters — IMMEX program, then certification, with the inventory-control file built from day one. Getting certified after a year of disorganized operation costs three times as much as starting up already certifiable.

Without certification, can I recover the VAT I pay on temporary imports?

Yes — you pay it at customs and credit it or request it as a refund like any creditable VAT, bearing the financial cost of the full cycle. The certification exists precisely to eliminate that cycle.

Is the certification only for large maquiladoras?

There is no size threshold — there is an orderliness threshold: automated inventory control, compliance and traceability. Certified mid-size companies operate better than disorganized giants.

What happens to VAT if I sell part of my production in the domestic market?

The change of customs regime for the goods and the domestic sale trigger VAT with their own mechanics; your crediting proportion and your refund profile change. It is the scenario where it pays most to model before signing the sales contract.
